From November 2008 through February 2009, an HHS internal review group called the "Tiger Team" assessed 176 HHS contracts, including 21 NIH contracts. We reviewed 1 of the 21 NIH contracts, the National Library of Medicine's (NLM) contract HHSN276-2007-00186U (the Contract), totaling $464,000, to Dell Marketing, LP. Our review found that NLM funded the Contract in compliance with the purpose, time, and amount requirements specified in appropriations statutes. NLM had a bona fide need for the items and appropriately funded the Contract with appropriations from fiscal year 2007. This report contains no recommendations.
