Stockton Doctor and Medical Practice Agree to Pay Nearly $2 Million to Resolve Allegations of Health Care Fraud

SACRAMENTO, Calif. — Azizulah “Aziz” Kamali and his medical corporation, Aziz Kamali, M.D. Inc., have agreed to pay $1,963,953 to resolve allegations that they violated the False Claims Act by submitting millions of dollars of false claims to Medicare for surgically implanted neurostimulators and paying kickbacks to sales marketers, U.S. Attorney Phillip A. Talbert announced today.

ALJ Upholds OIG's Demand for Stipulated Penalties from Dr. Azizulah Kamali for Breaching Integrity Agreement

On April 3, 2025, a Departmental Appeals Board (DAB) Administrative Law Judge (ALJ) upheld OIG’s demand that Azizulah Kamali, MD and Aziz Kamali, M.D., Inc. (collectively, “Dr. Kamali”), Stockton, California, pay $22,000 in stipulated penalties for breaching an Integrity Agreement (IA) with OIG. On April 25, 2024, OIG sent Dr. Kamali a demand for $22,000 in stipulated penalties for failing to fully and timely submit all the documentation required in the first IA Annual Report. Dr. Kamali appealed the demand and requested a hearing with a DAB ALJ. The ALJ agreed with OIG that Dr. Kamali failed to comply with the IA requirements, and Dr. Kamali was ordered to pay the penalty and become compliant with all IA requirements within 20 days.
