OBJECTIVE
ACF awards billions of dollars in Temporary Assistance for Needy Families (TANF) funding directly to States each year, who can then make subawards to additional recipients (i.e., subrecipients). In FY 2024, ACF provided $17 billion in TANF funds to States. States subawarded $7.2 billion to approximately 1,500 subrecipients, who delivered both cash assistance (e.g., monthly checks) and non-cash assistance services (e.g., prekindergarten and child care). Spending on non-cash assistance services has increased in recent years, yet little publicly available information exists about this part of the program or the subrecipients that deliver these services. Moreover, recent fraud investigations highlight vulnerabilities in State oversight of subrecipients of non-cash assistance subawards. To increase transparency, this work will describe non-cash assistance expenditures and identify the subrecipients that provided services with these funds. It will also examine States’ oversight of these subrecipients to strengthen monitoring, thereby reducing opportunities for fraud, waste, and abuse in TANF non-cash assistance subawards.
