Appropriations Funding for National Institutes of Health Office of Research Facilities Development and Operations Contract HHSN292 2004-00002C With Jacobs Facilities Inc.

Our review found that during fiscal years 2004 through 2009, NIH's Office of Research Facilities Development and Operations (ORF) funded contract HHSN292-2004-00002C (the Contract), totaling $2.8 million, with Jacobs Facilities Inc., in compliance with the purpose, time, and amount requirements specified in appropriations statutes. ORF had a bona fide need for the services and appropriately funded the Contract with no-year appropriations and annual appropriations from fiscal years 2004 through 2009.
