The State agency established adequate internal controls for assessing and monitoring Community Services Block Grant (CSBG) funds provided to Community Action Agencies (CAA) under the Recovery Act. However, we did not perform procedures to determine the operating effectiveness of these controls. Accordingly, we express no opinion on the operating effectiveness of any aspects of the State agency's assessing and monitoring CSBG funds provided to CAAs under the Recovery Act, individually or in the aggregate.
