Results of Limited Scope Review at Nicholas Community Action Partnership, Inc.

We reviewed the financial condition of Nicholas Community Action Partnership, Inc. (Nicholas) as part of a nationwide series of reviews of Community Action Agencies that have received funding under the American Recovery and Reinvestment Act of 2009 (Recovery Act).

Based on our assessment, Nicholas is financially viable, has the ability to manage and account for Federal funds, and is capable of operating its Community Service Block Grant (CSBG) programs in accordance with Federal regulations. However, we noted weaknesses related to the composition of the Board of Directors, segregation of duties, and lack of written policies and procedures for use of consultants.

In determining whether Nicholas is appropriately managing and accounting for Recovery Act and regular CSBG grant funding, we recommended that the Administration for Children and Families consider the information presented in this report in assessing Nicholas' ability to operate its CSBG programs in accordance with Federal regulations.
