Neighborhood Centers, Inc. (Neighborhood), (operating in the Houston, Texas, area) did not always claim allowable Head Start grant costs under applicable Federal regulations for calendar year 2010. Of the $1.2 million in costs that we reviewed, $874,000 was allowable; however, $288,000 was unallowable.
