For the fiscal years ended June 30, 2009, and June 30, 2010, the Hawaii Department of Human Services (State agency) established risk-sharing mechanisms in its comprehensive risk contracts with managed care organizations for QUEST Expanded Medicaid in accordance with Federal regulations. However, the State agency did not adequately monitor implementation of some of the contract provisions.
