Maine Did Not Implement Both Recommendations From a Prior Review of Medicaid Overpayments to Nursing Facilities

Maine did not implement both of the recommendations from our prior review of Medicaid cost-of-care overpayments to nursing facilities. As a result, Maine had $4.4 million in uncollected Medicaid overpayments from 92 nursing facilities that exceeded the 1 year period. In addition, Maine occasionally used a blended Federal Medical Assistance Percentage rate when crediting the Quarterly Medicaid Statement of Expenditures for the Medical Assistance Program (Form CMS-64) for Medicaid overpayments that it could not reconcile to a specific period. As a result, in a few instances Maine misstated the Federal share reported on the Form CMS-64.
