William Mangan, DO Agreed to Excluded for 10 Years for Allegedly Submitting Claims for Unnecessary Genetic Tests and DMEPOS

On November 12, 2025, in connection with the resolution of his False Claims Act liability, William Mangan, DO (Dr. Mangan), Okemos, Michigan, agreed to be excluded under 42 U.S.C. 1320a-7(b)(7) for ten years. The investigation revealed and OIG alleged that Dr. Mangan worked for a purported telemedicine company to perform telemedicine services for patients in Michigan, including Medicare beneficiaries. As part of this work, Dr. Mangan ordered genetic tests and durable medical equipment, prosthetics, orthotics, and supplies (DMEPOS) that were not reasonable or necessary. Additionally, Dr. Mangan falsely certified on these orders that he had evaluated the patients and that these orders were medically necessary when, in fact, he did not perform an adequate review and often executed these orders in less than sixty seconds.
