Dr. Min Wu and Affiliated Urgent Care Centers Agreed to Pay $883,000 for Allegedly Violating the Civil Monetary Penalties Law by Submitting Claims for Telehealth Services Not Provided as Claimed and Services that Failed to Meet Coverage Criteria

On December 18, 2025, Dr. Min H. Wu (Dr. Wu), Manteca Urgent Care, Inc., Modesto Urgent Care, Inc., Patterson Urgent Care, Inc., and Turlock Urgent Care, Inc. (collectively, "Urgent Care Centers"), with locations in Manteca, Modesto, Patterson, and Turlock, California, entered into a $883,323.86 settlement agreement with OIG.  The settlement agreement resolves allegations that Dr. Wu and the Urgent Care Centers incorrectly submitted claims: (1) for HCPCS Code Q3014 when patients were physically located in their own homes during the telehealth encounters; and (2) for HCPCS Code G2012 when the services did not meet the criteria for billing that code. OIG’s Office of Evaluations and Inspections, Office of Audit Services, and Office of Counsel to the Inspector General collaborated to achieve this settlement.
