Review of Selected States Older Americans Act Home and Community-Based Supportive Services Program Title III-B Expenditures

Announced on  | Last Modified on  | Project Number: OAS-26-03-106

OBJECTIVE

The Home and Community-Based Supportive Services (HCBSS) program, administered by the Administration for Community Living under Title III-B of the Older Americans Act (OAA), provides formula grants to States to enable older adults to remain in their homes for as long as possible. During fiscal years 2023 to 2025, the 50 States, District of Columbia, Puerto Rico, and U.S. territories received nearly $410 million each year in HCBSS funding to support more than 14 million older adults. Recent audit work and analyses of expenditure data have highlighted compliance and monitoring challenges in OAA programs. We will use a risk-based approach to conduct a series of audits to determine whether selected States complied with Federal and State requirements when claiming selected HCBSS expenditures.
