OBJECTIVE
Title IV-E of the Social Security Act established the Federal Foster Care program, which helps States provide safe and stable out-of-home care for children who meet certain eligibility requirements until they are safely returned home, placed permanently with adoptive families, or placed in other planned arrangements. At the Federal level, the Administration for Children and Families administers the Title IV-E Foster Care program. Only two States (Kansas and Florida) privatized virtually all child welfare services by contracting with case management providers. We plan to determine whether these two States monitored providers’ compliance with contractual requirements.
