OBJECTIVE
Federal regulations require States to ensure that Medicaid enrollees have necessary transportation to and from health care providers. To meet this requirement, States cover the cost of transportation and related travel expenses (i.e., nonemergency medical transportation [NEMT]) determined by the State Medicaid agency to be necessary to secure medical examinations and treatment for enrollees. Each State may have different Medicaid coverage criteria, reimbursement methods, rules governing covered services, and enrollee eligibility for services. Generally, prior authorization for NEMT services must be supported by a medical practitioner’s order, and NEMT providers must be lawfully authorized to provide transportation services and must maintain records supporting services provided. We will determine whether the selected States complied with Medicaid payment requirements for NEMT services.
