OBJECTIVE
Home and community-based services (HCBS) include services such as personal care at home, adult day care, and rehabilitative care—those services that allow enrollees who are elderly or have disabilities to receive long-term care services in their own homes or communities rather than in nursing homes, hospitals, or other institutional settings. It is crucial to ensure that Medicaid enrollees receive the HCBS they need and that managed care plans deliver value for the taxpayer dollars they receive. Nationally, Medicaid HCBS expenditures totaled $129.4 billion in 2022, with HCBS services delivered through a managed care model totaling $49.1 billion. In 2023, those amounts increased, with national Medicaid HCBS expenditures increasing to $145.9 billion, and HCBS services delivered through managed care totaling $54.3 billion. We plan to conduct one or more audits of States examining HCBS expenditures. We will determine whether the State agency made Medicaid managed care HCBS payments for eligible enrollees in compliance with Federal and State requirements.
