The OIG’s Top Unimplemented Recommendations: Solutions To Reduce Fraud, Waste, and Abuse in HHS Programs is an annual publication of the Department of Health and Human Services (HHS or the Department), Office of Inspector General (OIG). In this edition, we focus on the top 25 unimplemented recommendations that, in OIG’s view, would most positively affect HHS programs in terms of cost savings, program effectiveness and efficiency, and public health and safety if implemented. These recommendations come from OIG audits and evaluations performed pursuant to the Inspector General Act of 1978, as amended. This publication is responsive to requirements of the Inspector General Act. The top 25 unimplemented recommendations in this edition derive from audits and evaluations issued through December 31, 2019. As such, these recommendations predate the COVID-19 public health emergency. We recognize that COVID-19 response and recovery efforts are a top priority for HHS, including OIG
