Investigation Details

From around August 2024 through around November 2025, in the Southern District of Florida and elsewhere, Ibrahim Khaldoon HILMI and others defrauded U.S. government funded health care benefit programs including Medicare, Medicaid, and the Federal Employees Health Benefits Program (FEHBP), and commercial insurance companies. HILMI and his co­conspirators acquired control of two durable medical equipment (DME) suppliers named ABRH Care, Inc (ABRH), and Sunshine Senior Solutions, LLC (Sunshine Senior), and used them as shell companies to fraudulently submit and cause the submission of more than $3 billion USD in fraudulent claims to these public and private insurers for DME such as orthotic braces and continuous glucose monitors, and wound dressings, that were medically unnecessary and not provided. After money was paid to Sunshine Senior and ABRH on these fraudulent claims, HILMI and his co­conspirators laundered that money out of the U.S. using wire transfers to entities located abroad. HILMI conducted many of those wire transfers himself, in person, in the U.S. Millions of dollars were wired out of the U.S. during the course of the scheme.
