Stanley Carter and Brad Carter Agreed to Be Excluded for 5 Years for Paying Remuneration to Physicians and Submitting Claims for Medically Unnecessary and Upcoded Therapy

On September 27, 2022, in connection with the resolution of their False Claims Act liability, Stanley Carter and Brad Carter, agreed to be excluded under 42 U.S.C. 1320a-7(b)(7) for 5 years. Stanley Carter and Brad Carter are the former CEO and COO respectively of CHC Holdings, LLC d/b/a Carter Healthcare (Carter Healthcare). The investigation revealed and OIG alleged that Stanley Carter and Brad Carter through Carter Healthcare: (1) paid remuneration to its home health medical directors in Oklahoma and Texas for the purpose of inducing referrals of Medicare and TRICARE home health patients; (2) provided therapy services without regard to medically necessity; and (3) overbilled for the therapy services by upcoding patients’ diagnoses.
