Mustapha Kibirige, MD, Mustapha Kibirige MD PA, Outreach Diagnostic Clinic and Outreach Eyecare Were Excluded for Defaulting on Payment Obligations

On June 26, 2023, OIG excluded Mustapha Kibirige, M.D., Mustapha Kibirige, MD, PA, Outreach Diagnostic Clinic, LLP, and Outreach Eyecare (collectively, “Outreach”), The Woodlands, Texas, for defaulting on their payment obligations under a Settlement Agreement (Agreement) with the Department of Justice and OIG. Outreach previously entered into the Agreement for knowingly submitting claims to the Medicare program for tonometry tests, a special ophthalmological service under CPT Code 92120, which Outreach never performed on any Medicare patient. The exclusion goes into effect immediately and will remain in effect until the OIG reinstates Outreach. In order to be eligible for reinstatement, Outreach must cure the Default of their payment obligations in the Agreement. Senior Counsel Karen Glassman represented OIG.
