Henry Alfonso Coley Agreed to Be Excluded for 15 Years for Submitting False Consolidated Fiscal Reports to Medicaid

On October 20, 2021, in connection with the resolution of his False Claims Act liability, Henry Alfonso Coley (Coley), Poughkeepsie, New York, agreed to be excluded under 42 U.S.C. 1320a-7(b)(7) for 15 years. The investigation revealed and OIG alleged that Coley, while Chief Executive Officer of Maranatha Human Services, Inc. (Maranatha), submitted consolidated fiscal reports falsely claiming as “allowable costs” millions of dollars the Maranatha spent on expenses that were not reasonable and necessary for the provision of Medicaid services, but instead were used to enrich Coley, his family, and his friends and to support for-profit ventures owned or controlled by Coley. OIG further alleged that at Coley’s direction, Maranatha requested and received Medicaid funds to which it was not entitled based on the fraudulent inclusion of these expenses as allowable costs.
