Edgar Santiago Agreed to Be Excluded for 3 Years for Causing the Submission of False Claims and Making False Records

On April 20, 2021, in connection with the resolution of his False Claims Act liability, Edgar Santiago (Santiago), Dallas, Texas, agreed to be excluded under 42 U.S.C. 1320a-7(b)(7) for 3 years. The investigation revealed and OIG alleged that Santiago: (1) through companies he owned, submitted claims to Medicare for care plan oversight services (specifically, HCPCS code G0181) that were not provided; (2) caused the submission of claims by a laboratory to Medicare for toxicology testing (specifically, CPT codes G0479, G0482, and G0483) that were not ordered and/or not performed; and (3) made and used false records related to the toxicology testing claims submitted by the laboratory to Medicare, including orders for toxicology testing, that were material to an obligation to pay or transmit money or property to the Government.
