Broken Arrow Dentist To Pay More Than $500,000 After False Claims Act Allegations
OKLAHOMA CITY (July 31, 2025) – Broken Arrow dentist Rocky Cullens has agreed to pay more than $500,000 to the State of Oklahoma following an investigation of False Claims Act allegations by the office of Attorney General Gentner Drummond.As operator of Stonewood Hills Oral Maxillofacial Surgery Inc., Cullens allegedly submitted false claims to SoonerCare between Jan. 1, 2021, and July 31, 2024, by double billing and upcoding patient encounters, billing excess units of general anesthesia and billing for tobacco cessation counseling for non-tobacco users. SoonerCare provides health care services and products to low-income individuals, including children, senior citizens and people with disabilities.
