BOSTON — Massachusetts Attorney General Andrea Joy Campbell, in collaboration with the U.S Department of Justice and a bipartisan coalition of 35 other state attorneys general, today announced a $36.5 million multistate settlement with CVS Pharmacy, Inc. (CVS) to resolve allegations that the company knowingly submitted false claims to MassHealth and other government healthcare programs (“GHPs”) by over-dispensing insulin pens and improperly obtaining reimbursement. Massachusetts will receive $1.3 million from the settlement.

Attorney General Ellison holds CVS accountable for submitting false Medicaid claims related to insulin pens

July 9, 2026 (SAINT PAUL) — Minnesota Attorney General Keith Ellison announced today that as part of a coalition of 37 attorneys general and the federal government, he has reached a settlement with CVS Pharmacy, Inc. that resolves allegations that the national pharmacy chain submitted false Medicaid claims related to the dispensing of insulin pens. The $36.5 million national settlement will see CVS pay over $850,000 for its conduct in Minnesota, including more than $400,000 in direct restitution to Minnesota’s Medical Assistance Program, which is Minnesota’s Medicaid program.

Attorney General Tong Announces CVS Will Pay $36.5 Million to Settle Allegations of Over-Dispensing of Insulin Pens

(Hartford, CT) -- Attorney General William Tong announced today a $36.5 million settlement with CVS Pharmacy, Inc (CVS) between Connecticut, the United States, District of Columbia, and 35 other states, resolving allegations that CVS knowingly submitted or caused to be submitted false claims to the Medicaid program related to the dispensing of insulin pens. The portion of the multistate settlement attributable to Connecticut Medicaid is $1,089,945.85, of which the State only share is $633,913.76.

Hawaiʻi Medicaid Fraud Control Unit Recovers More Than $617,000 in CVS False Claims Settlement

HONOLULU – Attorney General Anne Lopez today announced that Hawai’i has joined the United States, District of Columbia, and 35 other states in a coordinated settlement with CVS Pharmacy, Inc., resolving allegations that the company knowingly submitted or caused to be submitted false claims to the Medicaid program related to the dispensing of insulin pens. Hawaiʻi’s share of the settlement will be $617,160.
