Redlands Christian Migrant Association Agreed to Pay $585,000 for Allegedly Violating the Civil Monetary Penalties Law by Backdating Invoices and Improperly Charging Expenses to HHS Grants

On December 17, 2024, Redlands Christian Migrant Association, Inc. (RCMA), Immokalee, Florida, entered into a $585,513.29 settlement agreement with OIG. The settlement agreement resolves allegations that RCMA asked several vendors to prepare backdated invoices that made it appear RCMA had incurred expenses during its Head Start and Early Head Start grant year, when those expenses were actually incurred after the grant year had ended. RCMA then charged these expenses to its Head Start and Early Head Start grants as if they had been expended during the grant year. Senior Counsels Michael Torrisi and Scott Stiefel represented OIG.
