Chinese-American Planning Council Home Attendant Program Agreed to Pay $866,000 for Allegedly Violating the Civil Monetary Penalties Law by Employing an Individual Excluded from New York Medicaid
On June 13, 2023, Chinese-American Planning Council Home Attendant Program (CAPCHAP), New York, New York, entered into an $866,339.25 settlement agreement with OIG. The settlement agreement resolves allegations that CAPCHAP employed an individual, in connection with the New York State Consumer Directed Personal Assistance Program (CDPAP), who was excluded from participation in the New York Medicaid program and was not eligible to furnish services under the CDPAP. OIG's investigation revealed that the excluded individual, a personal assistant, provided items or services that were billed to New York Medicaid. Deputy Branch Chief Nicole Caucci, with the assistance of Paralegal Specialist Eula Taylor, represented OIG.
