Idaho Parents Unlimited, Inc. (IPUL), did not maintain a financial management system in compliance with Federal regulations. Because of the deficiencies in IPUL's financial management system, we were not able to determine whether IPUL expended $185,000 received under the family-to-family health information centers grant in accordance with Federal regulations.
