We estimated that the Colorado Department of Health Care Policy and Financing (the State agency) improperly claimed $818,000 ($494,000 Federal share) for home health agency (HHA) services provided by 127 HHA providers that did not comply with Federal and State requirements. Although the State agency periodically performed postpayment reviews to ensure that payments were appropriate for HHA claims, these reviews did not always detect the overpayments.
