Oregon Claimed Some Potentially Unallowable Community Services Block Grant Costs for Multnomah County's Expenditures Under the Recovery Act

Under the American Recovery and Reinvestment Act of 2009 (Recovery Act), Oregon Housing and Community Services (State agency) was awarded $8 million in Community Services Block Grant (CSBG) funds for fiscal years 2009 and 2010. For the period July 1, 2009, through September 30, 2010, the State agency awarded Multnomah County's Department of County Human Services (County) $1.3 million in CSBG Recovery Act funds.

Of the $661,000 of CSBG costs that the State agency claimed for the County and its two largest subcontractors' program expenditures, $546,000 was allowable in accordance with applicable Federal requirements. The remaining $116,000 consisted of $1,000 for the subcontractors' mortgage-related and food/entertainment costs and the County's indirect costs that we determined to be unallowable and $115,000 for subcontract and indirect costs that we set aside for resolution by the Administration for Children and Families.
