Review of the Missouri Department of Social Services Claim for Title IV-E Training Costs for Residential Treatment Centers and Foster Care Parent Training for July 1, 2002, Through June 30, 2006

Filed under: Center for Medicare and Medicaid Services

Of the $3.9 million (Federal share) in Title IV-E (foster care and adoption assistance to children) training costs that the Missouri Department of Social Services (the State agency) claimed (and that we reviewed) for residential treatment centers (RTC) and foster care parent training from July 1, 2002, through June 30, 2006, $570,000 (Federal share) was unallowable.

In addition, because of the high error rate in our review of claims at one RTC and because of the lack of policies and procedures on the part of the State agency, we are setting aside the remaining $150,000 of claims at that facility for adjudication by the Administration for Children and Families.

Further, because we did not review costs incurred by 37 other RTCs in Missouri that participated in these programs, we cannot express an opinion on $993,000 (Federal share) in RTC costs claimed by the State agency for these RTCs.
