Northeast Florida Community Action Agency, Inc., Did Not Always Charge Allowable Costs to the Community Services Block Grant - Recovery Act Program

Of the $398,000 in Community Services Block Grant - Recovery Act costs that the Florida Department of Economic Opportunity (the State) claimed on behalf of Northeast Florida Community Action Agency, Inc. (the Agency), and that we reviewed, $233,000 was allowable under the terms of the grant and applicable Federal regulations. However, the State claimed $166,000 in unallowable costs on behalf of the Agency, including $113,000 in unallowable salary costs, related fringe benefits, and indirect costs and $53,000 in indirect costs that were improperly charged as direct.

In addition to charging unallowable costs to the State, the Agency entered into a services contract without providing for free and open competition to the maximum extent practical.
