From November 2008 through February 2009, an HHS internal review group called the Tiger Team assessed 176 HHS contracts, including 2 1NIH contracts. We reviewed 1 of the 21 NIH contracts, the National Library of Medicines (NLM) contract HHSN276-2007-00005U (the Contract), totaling $19.5 million, to Dell Marketing, LP. Our review found that NLM funded the Contract in compliance with the purpose, time, and amount requirements specified in appropriations statutes. NLM had a bona fide need for the items and appropriately funded the Contract with appropriations from fiscal years 2007, 2008, and 2009. This report contains no recommendations.
