Appropriations Funding for National Library of Medicine Contract HHSN2762007-00005U With Dell Marketing, LP

Executive Summary

From November 2008 through February 2009, an HHS internal review group called the “Tiger Team” assessed 176 HHS contracts, including 21 NIH contracts. We reviewed 1 of the 21 NIH contracts, the National Library of Medicine’s (NLM) contract HHSN276-2007-00005U (the Contract), totaling $19.5 million, to Dell Marketing, LP. Our review found that NLM funded the Contract in compliance with the purpose, time, and amount requirements specified in appropriations statutes. NLM had a bona fide need for the items and appropriately funded the Contract with appropriations from fiscal years 2007, 2008, and 2009. This report contains no recommendations.
