Based on our assessment, we believe North Penn Comprehensive Health Services, Inc. (North Penn), is financially viable and has the capacity to manage and account for Federal funds and to operate its health center in accordance with Federal regulations. North Penn did not have procedures in place to account for and track Recovery Act funds.
