Review of the New York State Department of Health's Compliance with the Ryan White CARE Act Payer-of-Last-Resort Requirement

For the period April 2003 through March 2006, the New York State Department of Health appeared to have complied with the Ryan White Comprehensive AIDS Resources Emergency (CARE) Act's payer-of-last-resort requirement that CARE Act grant funds not be used to pay for drugs that are eligible for coverage by other Federal, State, or private health insurance.
