Lake County Family YMCA Claimed Unallowable Early Head Start Costs

Executive Summary

During our review period, Lake County Family YMCA in Illinois claimed Early Head Start program costs totaling $662,000 for regular operations from August 1, 2009, through July 31, 2010, and American Recovery and Reinvestment Act of 2009, P.L. No. 111-5 (Recovery Act), costs of $247,000 for expansion from December 1, 2009, through September 29, 2010, and $67,000 for cost-of-living adjustment and quality improvement from July 1, 2009, through September 30, 2010.

Lake County claimed unallowable Early Head Start grant expenditures totaling $975,000 because it did not adequately document expenses. Lake County did not maintain adequate financial records to support Early Head Start and Recovery Act program expenditures on its final Financial Status Reports (SF-269), in accordance with Federal requirements.
